"The Office of Planning and Program Development provides decision-making support on planning, policy and operations matters using a range of technical and analytical tools. Along with these tools, engineering and planning expertise provides support for infrastructure needs assessment of the solid waste and wastewater systems and capital improvement project development.

This Office also oversees the Divisions of Engineering and Environmental Programs with perhaps the latter serving as the caretakers of the future. Their programs will insure the Authority’s vision for “preserving paradise” as they stride towards making it a reality. Through environmental education they are heightening the community’s awareness in the need to preserve the environment and the programs they are developing will make it easy for everyone to become an environmental steward.

In order to ensure the public is well informed, there are also staff members who administer community assistance programs and work with the VIWMA Divisions to promote the policies of the Authority to protect the environment and promote public health in a cost-effective way."
