Meet the Board

The Board currently has four members sitting. The governmental member includes: Commissioner Daryl A. Smalls (Member- Department of Public Works). The remaining two governmental seats currently remain vacant. The non-governmental Board members are A. Winston Adams (Board Chairman-St. Thomas), J. Brion Morrisette (Board Vice-Chair-St. John) and Llewellyn Reed II (Secretary–St. Croix). The remaining non-governmental seat on the Board requires an additional member from the St. Croix private sector. Attorney J. Brion Morrisette, St. John, will be vacating his position in early 2008. Steve Simon of St. John has been named to be on the Board and awaits approval by the 27th Legislature.

A. Winston Adams

St. Thomas

Mr. Adams has an extensive professional background in Project Management and Education. He is a self-employed project manager and consultant who has completed major projects throughout the Virgin Islands for the public and private sector. A 1961 graduate of the Charlotte Amalie High School on St. Thomas. Mr. Adams holds a Bachelor’s of Science from Inter-American University in Puerto Rico and A Master’s of Science from Fordham University. He served nine (9) years as project manager for the University of the Virgin Islands, where he oversaw numerous construction projects. Mr. Adams’ term on the Board was recently extended.
J. Brion Morrissette

St. John

John Brion Morrisette was born in Puerto Rico, but has made the U.S. Virgin Islands his home since he was young. He is a resident of St. John and sits on the VIWMA’s Board as a private sector representative of that island. He currently holds an undergraduate degree in Anthropology from the University of Colorado and a Juris Doctor degree for the University of Mississippi. Morrisette has operated his own practice on the island of St. John since 1989 with a focus on real estate and commercial law. Attorney Morrisette is currently a member of the VI Bar Association. He has also been a member of the Costal Zone Management Commission for St. John, and has served on the Boards for Antilles School VI Big Brothers and Big Sisters, Inc., the St. John Community Foundation, the St. John Youth Action Center, Inc., the St. John Yacht Club, the St. John Historical Society and the Sierra Club. Attorney Morrisette is married and is the proud father of two.
